For those in Turkey:

There are only very selective banks that would allow you to open up an account without residency. Even then you have to show proof of residence address in your home country.

If you have residency in Turkey then your address needs to be registered at Nufus before they will allow you to open an account.

You will need to physically visit a branch with:

1. Passport
2. Turkish Tax file number
3. Turkish Residemcy permit or proof of address in your home country
